The USA were not prepared for ww2, so a lot of equipment of ww1 was issued to soldiers. It is common to see on picture this type of magazine pouch from ww1. 
The one we have here is dated 1918 and made by LCC&Co and it has never been issued. 
A nice piece of collection of nearly 100 years old !
